Equality and Diversity

Harrow prides itself in being one of the most ethnically and religiously diverse Boroughs in the country with people of many different backgrounds and life experiences living side by side. As a council we recognise the need to ensure we do all we can to enhance the lived experience and better outcomes for all staff, service users and communities and our vision for Harrow is built on recognising the needs of every local community, promoting inclusion and cohesion, fairness and justice.

The council’s approach to Equalities, Diversity, and Inclusion (EDI) is underpinned by three corporate objectives:

  • Addressing inequality in life outcomes – As a community leader, we will continue to bring communities together. Whether they be other public partners such as the police and fire brigade, or residents who want to make a difference in their communities like the Community Champions. We’re striving to achieve this vision for our borough.
  • Delivering fair and equitable services to all – As a service provider, we are committed to ensuring our services are open, fair and accessible. We do this by taking into consideration the needs and requirements of our diverse community and service users. We will continue to improve our services through ensuring we adhere to the Equality Act (2010) and the Public Sector Equality Duty (2011) by assessing the impact of all service changes via the Equality Impact Assessment (EqIA) process, engaging with and listening to our communities and service users. As a procurer of goods and services, we will continue to ensure our commissioning processes are fair and equitable, and that those delivering a service on our behalf share our commitment to equality and diversity.
  • Creating a representative workforce – As an employer, we are committed to employing a diverse workforce, to help us to understand and relate to the community we serve. We are continually improving our processes to ensure transparency and fairness in all aspects of the recruitment process and our workforce policies. Our aim is to build on good track our record and explore further opportunities to encourage applicants from all parts of the community to consider joining our workforce.
 

Our work to achieve our corporate ambitions is achieved through working closely with a range of local agencies, statutory partners, and the voluntary sector. Our approach extends to all residents, service users, employees, elected members, stakeholders, and partner organisations. Governance

London Borough of Harrow is responsible for ensuring that its business is conducted in accordance with the law and proper standards, and that public money is safeguarded and properly accounted for, and used economically, efficiently and effectively.

In discharging this overall responsibility, the Council is required to put in place proper arrangements for the governance of its affairs, facilitating the effective exercise of its functions, which includes arrangements for the management of risk.

Regulation 6(1)(a) of the Accounts and Audit Regulations 2015 requires ‘an authority to conduct a review at least once in a year of the effectiveness of its system of internal control and include a statement reporting on the review with any published Statement of Accounts (England)’.

The annual review of governance is an evidence-based self-assessment recorded in an evidence table supplemented by Management Assurance provided by Strategic Directors & Statutory Officers and Local Government Peer Review.

Regulation 6(1)(b) of the Accounts and Audit Regulations 2015, requires that “for a local authority in England, the statement is an Annual Governance Statement“.

The preparation and publication of an Annual Governance Statement in accordance with Delivering Good Governance in Local Government: Framework (2016) would fulfil the statutory requirements across the United Kingdom for a local authority to conduct a review at least once in each financial year of the effectiveness of its system of internal control and to include a statement reporting on the review with its Statement of Accounts.

In England the Accounts and Audit Regulations 2015 stipulate that the Annual Governance Statement must be “prepared in accordance with proper practices in relation to accounts” and must be “approved in advance of the relevant authority approving the statement of accounts.

Therefore a local authority in England shall provide this statement in accordance with Delivering Good Governance in Local Government: Framework (2016) and this section of the Code”.

The overall aim of the Framework ‘is to ensure that resources are directed in accordance with agreed policy and according to priorities, that there is sound and inclusive decision making and that there is clear accountability for the use of those resources in order to achieve desired outcomes for service users and communities’.

The Annual Governance Statement explains how the Council has complied with the framework and meets the requirements of regulation 6 of the Accounts and Audit Regulations 2015 in relation to the publication of a statement of internal control (Annual Governance Statement).
